Using Campaign Specific Material Outside of that Specific Campaign [4E]

So the forgotten realm's players guide is implying the material can be used in all campaigns, not just forgotten realms, whats everyone's opinion on it?  Do you think most DM's will allow it?  Do you think its good?  Is the setting just the setting and the rules apply everywhere?

I'm just curious what everyone else is doing.

I don't know if it's good or bad in general, but it sounds good for WotC.  Now there's more reason for people to buy campaign-specific books even if they don't play in those particular settings.  After all, with the way 4e works, the mechanics are all kind of based on the same core with many of the differences being merely "color", so it's easy to take "Channel Crazy Living Meteor Fire" and rename it "Ethan's Blessing of Cthulhu" because in the end it's just a Star Pact Warlock Attack 4 power that does some damage and has some secondary effect.  If nothing else, it will potentially (with DM approval) increase the pool of available powers, feats and such and (despite what I think are mostly unfounded fears of power-creep) I think that's probably a good thing.

Hmm, then I suppose another question is whether most DM's allow revamping the powers?  I've found it interesting that a lot of the Dragon magazine articles suggest asking the DM to allow modifications to the powers, such as different damage types and such.

I wonder if that will "wash out" expansion books to 4E, or if it will make people appreciate the roleplaying aspects more?  I can kinda see it going both ways.

I could also see problems coming up where people don't remember "how" any given power was changed... I "like" how 4E seems to emphasize flexibility with the rules, but usually I feel like "I" am the one modifying the rules for my games, now it kinda feels like the rules/settings are soft and spongy, like jello.  Not sure if its good yet, though I really like 4E in general.
